Door Question: what is this?

So I have a door that needs attention. Firstly, I get wind coming in at the top.
Second, it seems like the handle is loose.
Third, it rattles when you shut it.
Lastly, what is this thing in the picture? It looks like it was attached however, the component doesn’t extend nearly far enough to do that.
