Shocks new or not?

I recently received my dobinsons mrr suspension from mudify, and they swear up and down they only sell new items but the damage has me confused. Rear shocks look like new but the front struts have scuffs and rust that are making me question mounting. Has anyone seen this from mudify or if they are rebuilt what’s the concern if any? If you saw this damage what would you do
